Talented Trio Elected to Partnership for Financial Equity Board of Directors

Deb Leonczyk, Berkshire Community Action Council; Henry Noël Jr of Boston Impact Initiative Fund; and Bobbie Salgado of First Citizens Bank Join Team
At meetings in December and January, the Partnership for Financial Equity added three new board members, representing community-based organizations and one the nation’s largest banks.
Deb Leonczyk has served as the Executive Director of Berkshire Community Action Council for over 13 years. The agency is a catalyst for economic change whose mission is to work with the Berkshire Community to find creative and sustainable solutions that promote economic stability and alleviate the destabilizing effects of poverty on our neighbors. Deborah is a CPA and a graduate of UMASS Isenberg School of Management and the MBA program at Western New England College. Deb has over 40 years of Nonprofit Executive leadership and Financial Management experience.
Henry Noël Jr. is the Investment Director for the Boston Impact Initiative Fund and is focused on the intersection of impact investing, economic justice, and building resilient inner-city communities. Prior to BII, Henry Co-Founded Haiti Venture Impact Partners, an Impact Investment Management Firm that worked to discover, support, empower, and invest in Haitian companies. Henry describes himself as A Passionate Champion of rigorous investment analysis coupled with purposeful attention to measurable, social and environmental impact. He has over 20 years of experience evaluating investment opportunities, structuring securities, raising capital, and financing business growth. His background has included work with domestic and international companies in both traditional and alternative investment classes through varying market conditions. Henry is an alum of the Impact Investing Program at Oxford University’s Saïd Business School, holds an MBA from the Zarb School of Business at Hofstra University and a BA in Business Administration from Atlantic Union College.
Bobbie Salgado has more than 25 years of experience in the financial services industry, with a deep focus on CRA-related regulations, public policy, consumer compliance and fair lending laws and community affairs. In her current role, Bobbie manages First Citizens Bank’s (FCB) Community Reinvestment Act (CRA) and Community Development Officer team. This team is responsible for community outreach and establishing mutually beneficial business relationships with organizations and individuals in order to achieve CRA and community development objectives across the bank’s geographic footprint in 22 states. Prior to joining FCB, Bobbie served as the CRA Officer at Silicon Valley Bank, an Outstanding CRA rated bank, that was assessed under a Strategic Plan methodology. In March 2023, SVB was acquired by First Citizens Bank.
Bobbie was a director with MUFG Union Bank, N.A (UB)., where she managed a national team, led strategy and operations for the bank’s CRA program and provided oversight for the bank’s partnership programs, as well as communications with national community advocacy organizations. She led UB’s Outstanding rated bifurcated CRA program which utilized both a traditional large bank exam methodology plus a strategic plan for its commercial/wholesale offices. Bobbie began her banking career as a commissioned consumer compliance examiner and as a community and public affairs advisor for the Federal Reserve Bank of Dallas, Houston & Chicago. While there, she co-created the mainstay CRA publication, “A Banker’s Quick Reference Guide to CRA,” and taught CRA Advanced Techniques and Fair Lending for bank examiners.
Bobbie earned her bachelor’s degree in business administration from The University of Texas – Pan American. She serves on the following:

Bobbie was born and raised in Texas and now lives in California.
